How to create snowflakes like these

Folding is the most important part
Fold the paper in half. Mark the middle of the fold, then fold the paper into thirds using the mark as the point for the resulting triangle. I folded mine into a zig-zag to allow more symmetrical cuts. Then I folded the triangle in half lengthwise again.

Cutting
Cut the open ends evenly. Shape for the outer edge of the snowflake. Make small cuts along the folded edges being careful not to cut all the way through. I alternate cuts from each side and if a section between cuts along the same edge has room, I'll cut tiny pieces out for more detail.

Carefully open and flatten. The simplest things can turn out very lovely.
